Position Executive Summary:

This position is responsible for managing all aspects of accounting and finance for the construction Projects to ensure accuracy, timely completion and compliance with Company policies, General Accepted Accounting Principles (GAAP).

Essential Job Accountabilities

  • Supervise month end financial close process including the review of invoices, hourly and salary payroll, equipment profitability, subcontractor/supplier agreements, materials financials, inventory, journal entries, account reconciliations, customers credit & collections, and accruals to achieve Company deadlines and GAAP compliance.
  • Supervise the execution of contracts, issuance of insurance certificates, payment and performance bonds, and establishment of escrow accounts in lieu of retention, account close verification checklist for assigned projects, to ensure the portfolio is in compliance with Company policy and legal requirements.
  • Supervise and train other Accounting Staff including hiring, discharge, job evaluations, training and development to ensure productivity and employee engagement.
  • Demonstrate active involvement in project forecasting by providing, in coordination with the Deputy Portfolio Manager, accounting and financial guidance to project management regarding revenue forecasting principles, red flag reporting, and cost over/under runs, and provide a detailed accounting of potential variations between project forecast and Companys forecast.
  • Provide financial and analytical support to Deputy Portfolio Manager including consolidation of financial reports, financial analysis and other related financial reporting requirements to ensure GAAP and Company policies are achieved
  • Preparation and management of the overhead budgets and forecasts, under the guidance of the SVP of Finance to ensure accurate and timely reporting and cost control.
  • Preparation of the Portfolio budget, monthly and quarterly financial forecasts as well as the annual business unit plan to ensure corporate requirements are met.
  • Identify and communicate project level cost and revenue trend analysis to Deputy Portfolio Manager to highlight work items with risk or opportunity that may affect project profitability.
  • Research all Guam based legal matters regarding contracts, liens, and subcontracts and work with Deputy Portfolio Manager, corporate legal staff and outside counsel to facilitate resolution.
  • Assist with internal audits and self-audits of all business functions to ensure that established internal controls are followed to maintain compliance with Companys policies and procedures,
  • Advise leadership for continuous process improvements to improve business profitability and efficiency.
Skills & Qualifications:
  • Bachelors Degree in Business Administration, Finance, Accounting or related field required. (MBA/CPA a plus)
  • 7+ years of progressive experience in business and accounting-related functions, in construction and construction materials industry
  • 5+ years management/supervisory experience
  • Strong analytical and problem-solving skills, with demonstrated ability to provide creative solutions to real-time challenges
  • Strong management and interpersonal skills.
  • Ability to properly manage and prioritize resources, people and projects
  • Understanding of Guam regulatory requirements (collection laws, contract law, etc.)
  • Ability to obtain and maintain the required clearances to enter US Military Installations.
